The Australian Greens say they will introduce legislation to parliament during the
next fortnight that aims to have coal seam gas corporations obtain written permission
before entering a farmer's land.

"It is a simple solution to the growing alarm in rural Australia," Greens leader Bob
Brown said on Sunday.

He cited the Darling Downs where more than 40,000 drill holes to extract gas have been
proposed in the coming years.

"We would like to extend the bill to include open-cut coal mines but feel that, at
this juncture, we'd be better to confine legislation to the terms set by Mr Abbott."

Senator Brown has written to the opposition leader seeking talks "to move our common
position forward" as quickly as possible.

There were sufficient numbers in both houses of parliament for the legislation to be
approved before Christmas, he said.

A federal treasury report says child care is accessible and affordable .. contradicting
claims the sector is in crisis.

The report says supply of child care places is keeping pace with demand .. and that
the proportion of family income being soaked by child care costs is not growing.

Fairfax Newspapers say the report .. published today in the Treasury's Economic Roundup
.. has found no evidence of an undersupply .. despite reports of lengthy waiting lists
and fees of more than 100 dollars per day for places at Sydney's inner city long daycare
centres.

The report found reported shortages may be a function of consumer choice .. rather
than actual shortage of places.

Sydney University's professor of public economics PATRICIA APPS has disputed the findings
.. saying the paper has totally distorted the available figures.

Three teenage girls who were filmed shirtless and gyrating to thumping music in the heart of Bangkok were apprehended by the police after a national uproar in a usually tolerant country.

To the millions of tourists who visit Bangkok each year, this is a city famous for its tolerance -- and notorious for its wild nightlife.
But a national uproar over several girls who danced topless in public during raucous celebrations at the recently concluded Thai water festival has underlined the limits of acceptable behavior in the country and the nuances of Thai public morality.

The three girls, who were filmed shirtless and gyrating to thumping music in the heart of Bangkok on Friday, were apprehended by the police on Monday. They are 13, 14 and 16 years old, the police said.

"We will take legal actions against them; the charge is doing a shameful act in public by indecently exposing oneself," Maj. Gen. Suwat Jangyodsuk of the police, who was leading the investigation, said. "This has damaged a traditional Thai ceremony."

The incident, which has remained one of the top stories on Thai news Web sites since Saturday, appears to have struck a nerve.

One video clip of the incident was viewed by nearly one million people. Ninety-four percent of 1,134 people polled in Bangkok and the surrounding area by Assumption University of Thailand said that they were aware of the controversy.

The Thai minister of culture, Nipit Intarasombut, was quoted in the Thai news media as saying that he hoped to enlist the teenage girls who danced topless in an educational program reading books about Thai traditional celebrations to nursery school children.

Thailand is one of Asia's most socially liberal societies. Homosexuality and transsexuals are widely accepted. A Thai maxim holds that a village is not civilized until transsexuals are found living there.

But the country also has a conservative streak. Abortion and pornography are banned. Alcohol sales are restricted to certain hours, and movies and television programs are censored for nudity. The government regularly blocks Web sites deemed to contravene Thai values.

Weak law enforcement and a general laissez-faire ethos in Thailand undermine rules against vice. Bangkok is home to hundreds of so-called saunas where male clients do more than just soak in hot tubs. Just minutes away from the spot where the three teenagers were filmed dancing, women and men perform in infamous sex shows, and sex workers lure their clientele in countless bars.

Chalidaporn Songsamphan, an associate professor at Thammasat University in Bangkok, said Thais were uncomfortable when sexuality was displayed in public, however. And the anger directed at the teenage girls is a way for Thais to channel their frustrations about wider social problems in Thailand, like alcoholism, low test scores among students and teenage delinquency, Ms. Chalidaporn said.

"Thais need someone to blame," Ms. Chalidaporn said. "It's easier than fixing problems in the country."

Ninety-one percent in the opinion poll over the weekend said they worried that Thai society had "deteriorated."

For the Ministry of Culture, which has led past morality campaigns, the topless controversy partly boomeranged. Users of an Internet discussion forum, Pantip.com, pointed out that the Ministry of Culture displayed an image of three fairy-like women wearing only sarongs on its Web site. The illustration was removed on Sunday afternoon.

Ballina on the New South Wales north coast has been declared a natural disaster area
after torrential rain and flooding caused havoc across the shire.

The drenching began on Boxing Day and continued for days afterwards .. damaging roads
.. bridges .. drains and other critical infrastructure.

Primary producers and other businesses were also hit.

The declaration means help will be available for residents .. primary producers ..

business owners and councils for the clean-up.

NSW Premier KRISTINA KENEALLY says the total number of disaster declared areas has
now reached 51 since the beginning of December.

Vic: Two more arrested over Easternats riot at Oakleigh

MELBOURNE, April 12 AAP - Two more young men have been arrested following the riot
that wrecked a Bob Jane T-Mart store in Melbourne last month in protest over the cancellation
of a drag race meeting.

On Monday, police charged two 19-year-old men from Morwell in eastern Victoria for
their alleged involvement in the riot on March 19.

Members of the Glen Waverley Crime Investigation Unit and Divisional Tasking Unit arrested
the men at a house in Morwell.

One man has been charged with affray, riotous behaviour, burglary, theft and criminal
damage and the other with possessing a flare.

Both men were bailed to appear at La Trobe Valley Magistrates Court on Tuesday morning.

The riot broke out after the Easternats race meeting at Bob Jane's Calder Park was cancelled.

The mob trashed the Oakleigh franchise of Bob Jane T-Mart using bats, steel poles,
flares and street signs.

On April 1, alleged ringleaders Omar Amr and Aziz Elbayeh, both 19, were bailed in
the Melbourne Magistrates Court after being charged with incitement to riot, riot, affray,
burglary, theft and criminal damage.

Coroners say MICHAEL JACKSON's death was a homicide and the singer had a lethal cocktail
of six different drugs in his body when he died.

Ending several weeks of feverish speculation following JACKSON's sudden death in Los
Angeles in late June .. the county coroner's office has issued a brief statement ruling
the superstar's death was unlawful.

The statement said while acute intoxication from the powerful anaesthetic propofol
was the primary cause of death .. JACKSON had also suffered from the effects of other
drugs in his system.



US Kennedy (BOSTON)

EDWARD KENNEDY's family and friends have gathered around the US senator's coffin for
an Irish-style wake featuring prayer .. song .. and humour.

The invitation-only evening is the last event before KENNEDY's funeral early tomorrow morning.

Vice President JOSEPH BIDEN and California governor ARNOLD SCHWARZENEGGER among the
guests at the memorial .. promised by family to be a celebration of KENNEDY's life.

The political giant died earlier this week from brain cancer at the age of 77.

guilty about the bond developed with her captor of 18 years.

PROBYN has revealed very little about the family reunion but says JAYCEE looks almost
how she did when she was kidnapped in 1991.

GARRIDO and his wife NANCY have pleaded not guilty to 28 charges including kidnapping
and rape in a US court today.

Governor-General QUENTIN BRYCE will travel to East Timor this weekend to represent
Australia at celebrations to mark the 10th anniversary of independence.

While August 30 isn't strictly the anniversary of independence it marks ten years since
around 450 thousand East Timorese voted in a referendum to become the world's newest independent
nation .. ending 24 years of occupation by Indonesia.



Leadership NSW (SYDNEY)

Two NSW government ministers have today rallied behind Premier NATHAN REES .. saying
there'll be no leadership spill to oust him.

Speculation about Mr REES' future as premier first surfaced within months after he
was appointed the state's top job in September last year .. and has intensified in recent
weeks ahead of a Tuesday's caucus meeting.

However police Minister TONY KELLY says a lot of the speculation is the result of competition
between media outlets and says the premier has his support.

Meanwhile at a separate press conference .. Treasurer ERIC ROOZENDAAL has told reporters
he isn't expecting a leadership spill and that Mr REE's still has the support of the caucus.

Oasis founding member NOEL GALLAGHER says he's quitting the British rock group in the
middle of its European tour because he can no longer work with his brother LIAM.

On the bands website NOEL writes he is quitting OASIS with some sadness and great relief

to play at.

The GALLAGHER brothers have had a notoriously stormy relationship since Oasis were

Vic: Police investigating fire

MELBOURNE, April 21 AAP - Police are investigating a fire which has left a house in
Melbourne's east badly damaged and an occupant suffering minor burns.

Country Fire Authority and Metropolitan Fire Brigade crews were called to the house
in East Doncaster about 10.30pm (AEST) on Monday and discovered the fire.

A neighbour had alerted the residents to the fire.

It was believed the fire originated in the rear of the house and destroyed about 60
per cent of roof and internal structure, a police spokesman said.

About $100,000 in damage was caused by the fire.

A 20-year-old man from the house suffered minor burns to the foot and arm.

The man's mother, who was also at the house, was not injured.

Investigators will examine the scene on Tuesday morning to establish the cause of the fire.

MELBOURNE, Dec 16 AAP - One of the three police officers who shot and killed a teenage
boy reportedly tried to shoot his legs as he advanced on them, allegedly wielding two
stolen knives.

Tyler Cassidy, 15, was shot and killed by three of four officers he confronted in a
skate park in the Melbourne suburb of Northcote on Thursday night. Cassidy had allegedly
threatened to kill them with the knives.

Tyler lured police to the scene with two hoax calls reporting an emergency near the
scene where he died, The Age said.

Un-named police sources told the newspaper one of the officers who shot at the boy
tried to shoot his legs in a bid to incapacitate him.

Officers failed to subdue him with two blasts of capsicum spray and warning shots as he advanced.

When Tyler continued to advance, three of the four police involved in the shooting
fired at his body until he fell.

Tyler died at the scene.

The report said Tyler was hit twice in the legs and twice in the chest and several
other shots missed him.

The officer who did not shoot said she could not because another officer was in her
line of fire, The Age said.

Tyler had allegedly armed himself with knives stolen from a KMart store at the nearby
Northcote Plaza shopping centre, the newspaper said.

The first hoax phone call reported an aggressive man armed with a shotgun at a Northcote
building site.

Police arrived at the location but declared the reports false because there was no
building site in the area.

Minutes later, he told KMart patrons and staff to call the police or he would start killing.

Meanwhile, a woman who saw Tyler minutes before he was gunned down, has used a letter
to The Age to deny the boy was aggressive before his death.

The woman, who asked not to be named, said she and her partner were confronted by Tyler
after he left the KMart.

She said they felt "nervous maybe, but not threatened".

"I did not encounter someone `violent and irrational' or `angry'," the woman wrote.

"I cannot comment on his behaviour before when he was in the shopping centre, or after
when he was with the police, but I can remark on our short encounter with him minutes
before he was shot.

"He patted our dog on his way to the skate park."

The woman said Tyler was "a kid who needed to sit down and talk".

Tyler's funeral will be held at St John the Baptist Catholic Church in Queens Parade
at 2pm (AEDT) on Thursday.

BEIJING, Aug 10 AAP - Injured star Daria Joura broke down in tears after bravely helping
Australia qualify for the women's team final of the Olympic artistic gymnastics tonight
- only to miss a spot herself in any of the individual finals.

The highly-rated Joura was expected to challenge for a medal in the individual all-around
competition after placing second at the Olympic test event in Beijing last year and also
becoming just the fourth Australian in history to win a gold medal at a World Cup.

Ironically, though, Joura struck gold with her signature floor routine and that was
precisely where her troubles started tonight.

The Siberian-born 18-year-old hurt her leg in one of two mishaps on the floor and,
although she courageously soldiered on to post a vital score for Australia on the uneven
bars, Joura was unable to recover sufficiently to keep her individual medal hopes alive.

"She jammed her ankle and it just got weaker and more unstable as the comp went on,"

Australian coach Peggy Liddick lamented after her spearhead finished in a lowly 42nd position
- well outside the top 24 qualifiers.

"But we wouldn't have made the team final without her strong bars, so she kept it together there.

"Then on the beam, where you need the most stability of course, a little bit of tape
just wasn't going to do it."

Joura's fate was sealed when she slipped off the beam, moments after teammate Lauren
Mitchell twice came unstuck to dash her chances also of making the individual final.

On the positive side, Australia remain in the mix for an historic first medal in Olympic
artistic gymnastics after qualifying in fifth place for Wednesday's eight-team final at
Beijing's National Indoor Stadium.

Gold medal favourites China, with a total score of 248.275, topped qualifying ahead
of fellow superpowers the USA (246.800), Russia (244.400) and Romania (238.425).

Australia (235.450), France (233.875), Brazil (233.800) and Japan (233.175) round out
the finalists.

And while Joura missed out, two of her less-fancied teammates advanced to the 24-woman
individual final, with Shona Morgan qualifying in 15th spot and Georgia Benora in 17th
position.

"They always say the strength of a team is not so much your superstars - your No.1
or No.2 - that the strength of a team is your numbers three, four or five and those girls
came through today," Liddick said.

"Shona and Georgia were troopers. They're the ones that set the pace and the more experienced
girls really didn't have an excuse, and I was really proud of those two."

"But we made it through to the team finals and it's a clean slate. I think in the team
final we'll toughen up a little bit."

American reigning world champion Shawn Johnson was the top individual qualifier.

SYDNEY, April 1 AAP - Gladiators has made a triumphant comeback on Australian television
screens. Could fellow 1990s game show Who Dares Wins be next?

Almost 1.85 million Australians tuned into the new incarnation of Gladiators on the
Seven Network on Sunday night, making it the most watched TV premiere of the year. The
audience peaked at 2.18 million.

Now Who Dares Wins former host Tania Zaetta says a revamped version of the hit show
would give the Gladiators remake a run for its money.

The show revolved around unsuspecting contestants who were dared to take part in a
dangerous, disgusting or embarrassing stunt of some kind in order to win prizemoney or
holidays.

It originally aired on the Seven Network between 1996 and 1998, hosted by Zaetta and
Mike Whitney (who also hosted the original Gladiators), and has since been screened in
more than 50 countries worldwide.

"I would definitely do it again. It would be great, and I reckon they should," Zaetta told AAP.

"If Gladiators can make a comeback we can definitely kick some serious butt and modernise
Who Dares Wins.

"Who Dares is probably one show that would be great to make a big comeback because
it is still on air now.

"Channel Seven keeps repeating it and it's been like 14 years or something. It's timeless
and dateless."

Zaetta said the only problem with bringing back the successful show was whether they
could come up with new stunts.

"We were so ground-breaking and ahead of our time all the way back then, we had the
best stunt guys and riggers and crew, that what else could we do apart from send a man
to the moon?" she said.

"People are still trying to replicate some of the dares and stunts that we did, like
a tandem parachute with someone bunjying off underneath.

"It's just unheard of, and we did this all like 15 years ago."

Other stunts featured on the show included riding a motorcycle out the back of an airborne
plane, swimming across a lagoon filled with 200 crocodiles, and climbing down a wire ladder
attached to a helicopter as it flew under the Sydney Harbour Bridge.

The now 37-year-old Zaetta said she thought the original show was contemporary in every
way - except for her fashion.

"The only way that you'd notice that it was filmed many years ago is the fact that
I'm harry high-pants," she laughed.

"My tops were really short and my shorts were up high.

"And now everything's going south - not me, but the length of tops has come down and
the length of jeans has gone all the way down to hipsters."

CANBERRA, Aug 7 AAP - Foreign Minister Alexander Downer has played down the loss of
Australian wheat contracts with Iraq following the AWB kickbacks scandal.

A US Department of Agriculture report says American farmers have won 72 per cent of
the country's market share for wheat over the past year - displacing Australia's position
as the key wheat exporter to Iraq.

Embattled monopoly wheat exporter AWB remains locked out of the lucrative market, with
Iraq maintaining its trading ban on AWB while the company faces an inquiry into the kickbacks
it paid to Saddam Hussein's former regime.

Mr Downer said today he was "not sure about the accuracy of the figures", but he had
anticipated Australia would lose some share of the Iraqi wheat market.

He was more upbeat about the opening up of Iraq's wheat trading environment.

"I've not checked (the figures) myself but we've obviously lost some share of that
market," Mr Downer told Sky News.

"That was a given. The United States didn't export into the Iraqi market during Saddam
Hussein's time.

"I've been reasonably satisfied that the market has been opened up to international
competition in a fair and reasonable way.

"Inevitably it's going to ebb and flow in terms of who wins contracts at particular times."

The female and male, both believed to be aged in their 30s, were treated at the scene
and then taken to Liverpool hospital with gunshot wounds.

A spokeswoman for the hospital said the pair were in a "very critical" condition.

The shooting is not believed to be linked to other shootings that have taken place
recently in western Sydney.

NSW: Khazal to face committal on terrorism charge

SYDNEY, Aug 1 AAP - Former Sydney baggage handler Bilal Khazal has been committed to
stand trial on a charge of inciting another person to commit a terrorist act.

The fresh charge was revealed in June when the 35-year-old former Qantas employee was
ordered to stand trial for knowingly collecting or making documents connected with terrorism.

In Central Local Court, Magistrate Michael Price committed Khazal to also stand trial
on the fresh charge.

"I find there is a reasonable prospect that a reasonable jury properly instructed would
convict you of this indictable offence," he said.

Khazal will face both charges in one committal hearing in the NSW Supreme Court on September 2.

Bail was continued.

Energy Secretary Ernesto Martens said that companies Petr?leos de M?xico (Pemex) and the Federal Electricity Commission (CFE) are the government's "cash cows" since they are major suppliers of fiscal resources, a situation that has caused the energy sector to suffer slow growth and maintenance problems. Martens said that the companies must evolve from "government" entities to "state" companies. The official said that he would push for a change in the fiscal structure of Pemex and the CFE and the creation of an independent administration. Martens said the federal government would pressure the Senate to pass reforms to the Retirement Saving System (SAR) to allow pension funds administrators (Afores) to invest in energy projects. He said Congress would surely convoke an extraordinary session "and we expect [the agenda] will include the electricity reform."

A new emphasis on bottom-line results-and not development for development's sake-prevailed at last week's Direct Marketing Association Net.marketing spring 2001 conference and exhibition in Seattle, as vendors sought an edge that will keep b-to-b marketers coming through their doors. Products and services introduced were framed as return-on-investment tools tailor-made for corporate marketers working on skimpy budgets. Campaign analytics, new delivery technologies and exchange enablers were among the new products introduced by such companies as digiMine Inc., iQ Commerce Corp., MatchLogic Inc. and Infinitemarket Inc. ``ROI is probably the most frequently used term here at the show this year,'' said Ken Burke, president-CEO of e-commerce development studio Multimedia Live, Petaluma, Calif. ``Direct marketers are definitely looking to improve their Web site, invest in infrastructure and develop this new channel [the Internet]. But they are doing it cautiously and adhering to sound business fundamentals.'' Providing sound business numbers is the drive behind digiMine's Campaign Response Analytics, which the company is marketing under the brand name digiMine CRA. DigiMine, headed by former Microsoft Corp. executives, demonstrated the product's ability to glean such information as lifetime customer value and acquisition cost per customer.

``Most companies on the Web today are spending a tremendous amount on their sites, and being able to acquire customers in a cost-effective manner is important,'' said Stephanie Peterson, director of business development for digiMine, Kirkland, Wash. ``To date, it has been difficult to track the

Last week, MatchLogic introduced a middle-ground product. MatchLogic Client Drive allows marketers to make changes to campaigns through a Web browser and create customized reports. ``Advertisers and agencies are trying to see where they fit in the Internet, and how much work they want to do,'' said Greg Neal, senior product manager-ad serving for MatchLogic. ``Some want it all in-house, some want to outsource it, and some want to be somewhere in between. The deal means that NewWorld will be able to deliver streaming video marketing messages embedded within Web sites and e-mail and viewable by browsers with modem speeds as slow as 36 KBps, well below the average speed of a b-to-b browser. Radical Communication Inc., Marina Del Rey, Calif., and Annuncio Software Inc., Mountain View, Calif., announced a partnership that will allow customers of Radical's streaming e-mail services to run campaigns and report on their efficacy through Annuncio's marketing software platform. Also coming out of the gates in Seattle was Exstream Data Inc., Oakland, which introduced an e-mail product called Gooeymail. The platform allows for rich-media presentations within opt-in e-mail. Infinitemarket, Newton, Mass., used the show to introduce software and services aimed at b-to-b manufacturers. Its Exchange Rocket allows manufacturers to create aftermarket, private-label Internet exchanges for their buyer communities. Runa Capital Invests in Metabar.

Runa Capital, a Russian seed-stage Venture Capital firm, announced its third investment; in Metabar, a free platform that automates the process of creating browser-based applications.

In a release, the Company noted the platform is designed specifically to help increase web traffic and brand loyalty for Russian-based internet sites.

"The Russian internet today includes hundreds of sites that attract a million plus visitors. Metabar's team has extensive experience of this market and the resources needed target these websites. Our platform allows website owners to quickly offer applications that can transform casual visitors into regular audiences," said Michael Ushakov, CEO at Metabar.

"The Russian internet market is growing rapidly, with approximately 50 million users today, and a predicted 60-80 million in three years.
